ルクセンブルグ大公室。アレクサンドラ大公女のご婚約、おめでとうございます。

 

ルクセンブルグは、フランスとドイツに挟まれた、小さな国ですが、たくさんの銀行の本店や支店があり、金融立国となっています。

 

ベルギー、オランダ、ルクセンブルグは、ベネルクス三国と呼ばれ、EUヨーロッパ共同体の基礎となったところです。

 

EUヨーロッパ共同体は、経済の共同体から、始めました。

 

次に、シェンゲン協定を結び、税関の廃止や、貿易の、域内の自由化を進めました。

 

次に、通貨、ユーロの共通化をしました。

 

このようにして、ヨーロッパの「共同」のシステムを、構築していきました。

ここから発生して、貿易の協定である、RCEP（地域的な包括的経済連携）もすでに発効しています。

 

ＴＰＰ環太平洋パートナーシップも、こうした共同体です。

 

そして、ＴＰＰと、ＥＵがつながったのが、日欧ＥＰＡです。

 

今年の5月には、アメリカとアジアをつなぐために、ＴＰＰよりも、もう少し条件を緩和した形の、ＩＰＥＦ（インド太平洋経済枠組み）も結ばれました。

 

ベネルクス三国の、まず経済の協力からつなげていった、この広く人々が、国々が、大きな輪でつながっていこう、という発想に、とても共感します。

それは、「お金」「もの」は、人と人を、無条件につなぐ、普遍的なものごとだと、思うからです。

 

思想や主義主張、宗教は、なかなか理解しあえないものです。

対話を重ねても、お互いがゆずりあうことは、とてもむずかしいと思います。

 

お互いが、理解しあうために、「もの」というものは、とてもいい、と思います。

言葉がなくても、人が作ったものには、形があり、重さがあります。

 

わたしは、ずっと前に、テレビで「シルクロード」という番組を観ました。

絹の貿易のために、結ばれてつながっていった、商人が通る道のことです。

東は日本、中国から、西はヨーロッパまでつながっています。

 

「もの」「お金」「商人」この、とても確かで、タフな取引が、人と人を、結んでいた、と思うと、とてもたくましいかんじがしました。

 

思想や宗教は、たがいに、完全に理解しあうことはむずかしいかもしれないですし、もしかすると、不可能かもしれないです。

 

でも、お互いの、共通の話題、共通の、「すてきなもの」「おいしいもの」が、人と人を、結びつけるのに、一番、強い絆になるのではないか、とわたしは、思いました。

 

ルクセンブルグのこと、ベネルクスのことを、このようにたくさん知って、たくさん調べたのは、ルクセンブルグにわたしの妹が、その夫とともに、赴任していたからです。

 

語学を学んだ妹は、遠くヨーロッパに離れていましたけれども、ほんとうに立派ないい国に行って、語学を活かして、活躍しているんだわ、と思うと、とてもうれしくて、楽しかったです。

 

アジアでも、小さな枠組みから、その枠組みをつなげることで、世界へと、システムをつなげていけたらいいな、と思っています。

日本で総理大臣をおさめた、安倍晋三元総理大臣が、

今年2022年7月8日、参議院選挙の選挙遊説中に、

凶弾に倒れました。

 

この、元総理大臣の暗殺事件のニュースは、

日本だけではなく、世界中の人々に、大きな驚きと恐怖をもって、

受け止められました。

 

わたしたちは、日本の民主主義を脅かし、破壊しようとする、

この暗殺事件を、決して、忘れません。

そして、決して許しません。

 

これからも、日本の国内において、

このような、殺人事件が起こることは、

ぜったいに、許してはいけません。

 

2011年3月11日の東日本大震災は、

日本の人々に、大きな悲しみと心の傷と、復興への強い意志と、

ＴＰＰ環太平洋の貿易条約。

 

ＴＰＰ発効にともなって、ヨーロッパとの、日欧ＥＰＡの締結、発効。

特に、ＴＰＰの締結への努力は、遠く南米やヨーロッパまで、足を延ばしての、

イチゴや日本の農作物を持って、その場で食べて、アピールを行うという、

現場主義でした。

 

北朝鮮の拉致問題に関しても、外務大臣のときから、

お父様の、安倍晋太郎さんとともに、取り組んでこられました。

 

東京オリンピック、ＴＯＫＹＯ2020を、日本に呼ぶことも成功しました。

ＴＯＫＹＯ2020は、新型コロナ、ＣＯＶＩＤ－１９の流行のために、

一年延期になりましたが、

あとを継いだ、菅総理大臣のもとで、見事に成功させることができました。

大阪でのＧ20の開催は、わたしにとって、本当にうれしいものでした。

安倍総理大臣も、プーチン大統領も、習近平主席も、

同じく小さなテーブルに並んで、会見を行いました。

もちろん、アメリカのトランプ大統領も、日本にいらしてくださいました。

 

そのあと、どのように世界が転回していったのか、わたしにはわからないことがたくさんあります。

 

ただ、日本の国としても、国民としても、いっしょうけんめい生きてきたことは、

確かだと思います。

 

どんなにつらくて大変であっても、民主的な政治、民主的な選挙を行おう、それが、

わたしたちが続けてきたことでした。

 

今年2022年7月。

7月10日の日曜日が投票日となるところ、

その二日前、7月8日の金曜日。

遊説先の奈良において、安倍総理大臣を、背後から、銃撃した人がいました。

 

その日のうちに、安倍総理大臣の死亡が確認されました。

 

この銃撃事件の真相は、まだ、明らかにされていません。

 

わたしは、民主主義の破壊であり、民主主義への攻撃であり、脅しである、

この銃撃事件を、一生忘れません。

世界中の平和のために、世界中の女性のために、

来年の手帳の発売です。

今年も、9月1日に、ほぼ日手帳が、発売されました。

専用のサイトも、毎日、毎日、更新されて、

発売日がとても楽しみでしたね。

 

わたしも、ほぼ日手帳、ウイークリーを、購入しました。

昨日届いて、とても、うれしい気持ちです。

いったいなんだろう？と思っていたのですが、

この「一言メッセージ」に、とても助けられたり、

インスピレーションをいただいたりしました。

ほんとうにありがとうございます。

 

「暦」「カレンダー」というのは、

児童相談所の職員におきましても、どこからどこまで、家庭に介入すればいいのか、

これまでは、判断の基準に困ることが多かったと聞いております。

 

しかし、こども基本法があれば、法に基づいて、児童相談所の判断を明確にすることができるようになります。

 

このように、こどものための「基本法」を定めることが、こどものための福祉政策の、風通しをよくして、予算も人員もたくさん動かすことができる、これまで教育学者のみなさんや、現場のみなさんが、したくてもできなかったことが、できる、ということになります。

Since early May 2022, cases of monkeypox have been reported from countries where the disease is not endemic, and continue to be reported in several endemic countries. Most confirmed cases with travel history reported travel to countries in Europe and North America, rather than West or Central Africa where the monkeypox virus is endemic. This is the first time that many monkeypox cases and clusters have been reported concurrently in non-endemic and endemic countries in widely disparate geographical areas.

Most reported cases so far have been identified through sexual health or other health services in primary or secondary health-care facilities and have involved mainly, but not exclusively, men who have sex with men.

WHO is collaborating with health authorities to prevent further spread of the disease. We are issuing guidance to help countries on surveillance, laboratory work, clinical care, infection prevention and control, as well as risk communication and community engagement to inform communities at risk and the broader general public about monkeypox and how to keep safe. We are also working closely with countries in Africa, regional institutions, and technical and financial partners, to support efforts to bolster laboratory diagnosis, disease surveillance, readiness and response actions to prevent further infections.

Monkeypox virus is an orthopoxvirus that causes a disease with symptoms similar, but less severe, to smallpox. While smallpox was eradicated in 1980, monkeypox continues to occur in countries of central and west Africa. Two distinct clade are identified: the west African clade and the Congo Basin clade, also known as the central African clade.

Monkeypox is a zoonosis: a disease that is transmitted from animals to humans. Cases are often found close to tropical rainforests where there are animals that carry the virus. Evidence of monkeypox virus infection has been found in animals including squirrels, Gambian poached rats, dormice, different species of monkeys and others. 

Human-to-human transmission is limited, with the longest documented chain of transmission being 6 generations, meaning that the last person to be infected in this chain was 6 links away from the original sick person. It can be transmitted through contact with bodily fluids, lesions on the skin or on internal mucosal surfaces, such as in the mouth or throat, respiratory droplets and contaminated objects. 

Detection of viral DNA by polymerase chain reaction (PCR) is the preferred laboratory test for monkeypox. The best diagnostic specimens are directly from the rash – skin, fluid or crusts, or biopsy where feasible. Antigen and antibody detection methods may not be useful as they do not distinguish between orthopoxviruses.

人から人への感染は限られており、記録されている最長の感染連鎖は6世代です。つまり、この連鎖で最後に感染した人は、元の病気の人から6リンク離れていました。それは、体液、皮膚または口や喉などの内部粘膜表面の病変、呼吸器飛沫および汚染された物体との接触を介して伝染する可能性があります。

ポリメラーゼ連鎖反応（PCR）によるウイルスDNAの検出は、サル痘の好ましい臨床検査です。最良の診断検体は、発疹から直接採取されます–皮膚、体液または痂皮、または可能であれば生検。抗原と抗体の検出方法は、オルトポックスウイルスを区別しないため、役に立たない場合があります。
